Ministry Overview

Empower, Challenge & Change Women’s Fellowship Ministry is a Christ-centered women’s ministry founded by Evangelist Ceceilia Riley-Boykin in Arizona in 2021. ECCWF exists to empower women through the Word of God, challenge women to grow spiritually and personally, and encourage lasting change in their thinking, lifestyle, relationships, and direction through Jesus Christ.

The ministry brings women together across church and community lines through prayer, biblical teaching, fellowship gatherings, workshops, conferences, mentoring, encouragement, and outreach. Its purpose is not simply to hold events, but to help women recognize their identity in Christ, walk confidently in their God-given purpose, live holy and fruitful lives, and extend God’s love to others.

ECCWF teaches that every woman has value, purpose, and a place in the Kingdom of God. Women are encouraged to rise above fear, shame, disappointment, and spiritual complacency and to live with faith, discipline, wisdom, and courage.

  • Use their gifts to strengthen their families, churches, workplaces, and communities.
  • Become equipped to encourage and empower other women.

ECCWF envisions a diverse fellowship of women who are not limited by their past, circumstances, age, background, church affiliation, or title, but who are prepared to live courageously and serve faithfully.

The Meaning of Our Name

Empower

Women are strengthened through God's Word, prayer, encouragement, knowledge, and supportive relationships.

Challenge

Women are called to grow, confront limiting mindsets, accept responsibility, deepen their faith, and move beyond spiritual and personal stagnation.

Change

Women are encouraged to allow Christ to transform their hearts, minds, decisions, lifestyles, relationships, and future.

Our History

  1. 2003

    The Call

    The ministry journey began with prayer and fasting after Evangelist Ceceilia was asked what God was calling her to do. God placed women's ministry on her heart and gave her a vision of speaking to women on a larger scale.

  2. Years of Service

    Hands-On Ministry

    The vision developed through hands-on ministry. Evangelist Ceceilia served women and families in jails, shelters, nursing homes, neighborhoods, churches, and community settings, carrying the Gospel to those who felt overlooked. Through Elect Ladies, young girls received guidance in etiquette, personal goals, self-respect, godly character, and life preparation.

  3. 2021

    ECCWF Established in Arizona

    Empower, Challenge & Change Women's Fellowship Ministry was formally founded in Arizona. The fellowship began with five women gathering near Tempe Lake and later met in office buildings, conference rooms, restaurants, parks, and community centers, uniting women across church and community boundaries.

  4. 2025

    Shine Like a Diamond

    ECCWF hosted the Shine Like a Diamond gathering in Arizona. Women traveled from California, Virginia, Ohio, and Arizona to attend, reflecting the ministry's expanding reach and its commitment to helping women recognize their God-given value and light.

  5. 2026

    Armed and Extremely Dangerous

    The Armed and Extremely Dangerous Women's Conference Brunch was developed from a teaching Evangelist Ceceilia first carried in 2006. The September 26, 2026 conference in Akron, Ohio reached sixty reserved seats and developed a waiting list.
