A Ministry Built Through Prayer and Obedience

Evangelist Ceceilia Riley-Boykin is the founder of Empower, Challenge & Change Women’s Fellowship Ministry. She is a bold voice for Christ with more than twenty years of experience serving women through prayer, preaching, teaching, mentoring, outreach, and fellowship.

Her call to women’s ministry became clear in 2003 when she was asked a life-changing question: “What is God calling you to do?” Rather than answering casually, she sought God through prayer and fasting. The answer was women’s ministry, and she received a vision of herself speaking to a large gathering of women.

Her ministry did not begin on a large platform. It began through obedience and service. She ministered in women’s jails, women’s shelters, nursing homes, neighborhoods, street ministry, and other places where women and families needed hope, prayer, truth, and encouragement.

She served for approximately ten years in Virginia and another ten years in Arizona. Across these seasons, she continued teaching the Word of God, praying for others, encouraging women, and serving in ministry even when there was no title, audience, or public recognition attached to the work.

Mentoring the Next Generation

Evangelist Ceceilia has experience mentoring girls through Elect Ladies, a program designed to teach etiquette, goal-setting, self-respect, godly principles, and preparation for life. The work continued a vision she had witnessed in Ohio through Sister Maxine Winners at Hills Temple, who served as an important mentor and example.

Education

She earned a bachelor’s degree in Biblical Studies and Theology from Lifepoint Christian University in 2022. Her education strengthened a ministry already shaped by prayer, lived experience, biblical study, and years of practical service.

Testimony

Her testimony is one of being kept, healed, forgiven, renewed, and restored by God. She teaches from what she has lived and encourages others to stand in faith, put on the whole armor of God, refuse compromise, and remain obedient through difficult seasons.

Ministry Today

Today, Evangelist Ceceilia Riley-Boykin continues to preach, teach, write, plan ministry gatherings, lead prayer, and call women into purpose, power, holiness, and spiritual readiness.
